Board of Trustees

The Board of Trustees provides policy and budgetary oversight for the library. Members are appointed by the Wicomico County Council for five-year terms.

*Special Board Workshop will be held on February 1, 2012 at 12pm in Meeting Room #1

Regular meetings of the Library Board begin at 4:00 p.m. and are held in Meeting Room #1 of the Main Library at 122. S. Division Street in Salisbury.

The Board of Trustees of the Wicomico Public Library reserves the right to close a portion of these meetings as authorized by Section 10-(508) a of the State Government Articles of the Annotated Code of Maryland.

Chairperson:  Valerie Murphy

Valerie Murphy graduated from Rutgers University and has a background in computer programming and human resources. While she has lived in many different communities, she is enthusiastic about settling down in Wicomico County. She is currently involved in many volunteer activities and raises her family full time. Valerie has been a lifelong user and advocate of libraries and she is excited to be able serve the community in this capacity.

Vice Chairperson: H. Scott Duncan

H. Scott Duncan has a PhD., anthropology from the University of California at Los Angeles and a BA in economics from Dickinson College.  He has been the Country Director for the United States Peace Corps, Director of Development for the American Friends Service Committee and is currently retired and serving on the library board as well as volunteering in the Technical Services Department.  He also volunteers his time with the Salisbury Choral Advisory Board and as a classical music program announcer on WSCL.

Treasurer: Winnie Stokes

Winnie Stokes Wooley is a retired educator who specialized in administration, mathematics and physics.  Educated in Texas, Virginia and Maryland, she is the mother of three sons and married to George L. Wooley.  She is active in the church, local and national organizations including the Wicomico County Branch NAACP and Delta Sigma Theta Sorority, Inc.  She also directs a local food pantry. Ms. Wooley has lived in Wicomico County for about ten years and enjoys reading, music and traveling.

Secretary: Susan Bounds

Susan M. Bounds has resided in Wicomico County for 40 years. She graduated from Salisbury University with a bachelor's degree in elementary education and a master's degree in reading and special education K - 12. She retired in 2009 after teaching 35 years for the Wicomico County Public School System. She continues to serve as Wicomico County Coordinator of Destination Imagination and Regional Director for Maryland Eastern Region DI. She has been appointed by Maryland State Department of Education Superintendent, Dr. Nancy Grasmick, to serve as Co-Chair of the Maryland State Advisory Council on Gifted and Talented Education. Mrs. Bounds believes strongly in the benefits a strong and active library brings to our community. She looks forward to helping encourage advocacy and support for the library.

George Demko

George Demko came to Salisbury over 35 years ago, accepting a position as Director of the Microbiology Laboratory at Peninsula General Hospital and adjunct instructor of Medical Technology at Salisbury State College.   He retired from the hospital in 2000 and returned to college to pursue a master’s degree in TESOL (teaching English to  speakers of other language).   After achieving certification as an ESOL teacher, he taught for 4 years in Maryland public schools, first in Cecil County and later in Wicomico County.  Since leaving the public schools, he has continued to mentor several of his former ESOL students and teaches English on a part-time basis to adult ESOL students.  He is also active in his church, St. Albans, where is currently serving as Senior Warden.  He has always loved the library and considers it essential to the health of our community.

Richard Duvall

 

Richard Keenan

Richard Keenan has a PhD degree in English and American Literature from Temple University, and a  Master’s Degree in Education from St. Joseph’ s University in Philadelphia.  He is Professor Emeritus in English at the University of Maryland Eastern Shore, where he served as chair of the Department of English and Modern Languages.  He is a former associate editor of Literature Film Quarterly, and the author of a book of critical analysis on the career of film producer and director Robert Wise.  Currently, he is a volunteer working with the library ESL program, and a member of the St. Francis de Sales school board.

James L. Otway, Esq.

James L. Otway is a principal of Otway, Russo & Rommel. He has practiced law in Salisbury, Maryland for over twenty-five years. He received his law degree from Potomac School of Law (J.D., 1978). Mr. Otway is a Fellow of the prestigious American College of Trial Lawyers (ACTL) and a Fellow of the Maryland Bar Foundation. In 2008, 2009 and 2010, he was named as one of Maryland's elite "Super Lawyers".  He has served as President of the Wicomico County Bar Association (1990) and serves on the Maryland State Committee for ACTL. In 2008 he was elected to the Board of Governors of the Maryland Association for Justice. Mr. Otway serves as a character examiner for the Maryland Board of Law Examiners for the First Judicial Circuit. Mr. Otway has been active in serving his community and in the past has served as an officer of Our Community, an organization devoted to improving race relations, and Urban Salisbury, Inc., a non-profit organization established to coordinate downtown revitalization efforts. He has also served as a member and Chairman of the Board of Directors of the Life Crisis Center in Salisbury, counseling on legal issues related to domestic violence.
