MAIN LIBRARY – VIDEOCONFERENCE POLICY

 The Wicomico Public Library (WPL), in cooperation with the Eastern Shore Regional Library (ESRL), and the Sailor Video Network (SVN), has a videoconference facility available at the Main Library for use by government or government-funded agencies.

All use of the videoconference facility must follow SVN Equipment Use Guidelines and WPL Meeting Room Use Policy

VIDEOCONFERENCING EQUIPMENT USE GUIDELINES ON SAILOR NETWORK

Several public library locations throughout Maryland host Sailor Video Network (SVN) nodes that are able to make available videoconferencing (VC) equipment to external groups. LSTA funds for purchasing this equipment were provided through a grant from the Division of Library Development Services. This equipment is available in several strategically placed geographic areas of the state: Baltimore City, Charlotte Hall, Denton, Hagerstown, Salisbury, and Wheaton. Access to this service is via the Sailor Network, which is maintained by the Sailor Operations Center at the Enoch Pratt Free Library, Central Library, State Library Resource Center in Baltimore.

The following requirements are based on policies regarding use of the Sailor Network: 

• The requesting entity must be a government or government-funded agency.

• The requesting entity must appoint someone who serves as a point of contact to the SVN technical contact at the local library node (one of the six listed above).

• Videoconferencing stations to which the requesting entity wishes to connect must be H.323 standard compliant.

• There must be no fee involved. Neither the requesting entity, the host library, nor any other party may charge a fee for use of SVN services.

• The requesting entity and group must agree to meet the local library’s meeting room regulations.

• The VC equipment must be used inside the library. VC equipment may not be moved outside the building.

WICOMICO PUBLIC LIBRARY MEETING ROOM USE POLICY - VIDEOCONFERENCE FACILITY

• Reasonable lead time is required to schedule use of this facility.

• Reasonable restrictions may be placed on frequency of use of this facility.

• Scheduling is subject to availability of ESRL technical support staff.

• This facility is available for use between 9:00 a.m. - 4:00 p.m., Monday through Friday, when both the Wicomico Public Library and Eastern Shore Regional Library are open.

• The Wicomico Public Library reserves the right to refuse requests to schedule use of this facility by ineligible entities or those who otherwise fail to comply with SVN Equipment Use Guidelines or WPL Meeting Room Use Policy.

• Reservations may not be placed online. Contact Laura Stearns at (410) 749-3612, ext. 10 to schedule the videoconference facility or for additional information.
